AN ACT

MAKING AN APPROPRIATION TO FUND STATEWIDE PROGRAMS FOR THE HOMELESS; DECLARING AN EMERGENCY.

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF NEW MEXICO:

     Section 1. APPROPRIATION.--

          A. Two hundred ninety thousand dollars ($290,000) is appropriated from the general fund to the human services department for expenditure in fiscal years 2004 and 2005 to match federal funds in the following amounts for the following purposes:

                (1) ninety thousand dollars ($90,000) to help fund programs for the mentally ill homeless, including transitional housing for victims of domestic violence and permanent housing for the mentally ill homeless; and

                (2) two hundred thousand dollars ($200,000) to fund the supplemental security income outreach project for the homeless.

          B. Any unexpended or unencumbered balance remaining at the end of fiscal year 2005 shall revert to the general fund.

     Section 2. EMERGENCY.--It is necessary for the public peace, health and safety that this act take effect immediately.
