    1. On page 2, line 4, strike "a governor-approved" and insert in lieu thereof "the secretary's".

    2. On page 2, lines 5 and 6, strike "a governor-approved" and insert in lieu thereof "the secretary's".

    3. On page 2, lines 7 and 8, strike "a governor-approved" and insert in lieu thereof "the secretary's".

    4. On page 2, lines 10 and 11, strike "a governor-approved" and insert in lieu thereof "the secretary's".
