    1. On page 2, lines 16 through 25, strike Subsection D in its entirety and insert in lieu thereof the following new subsection to read:

         "D. An application pursuant to Section 72-5-24 or 72-12-7 NMSA 1978 to change the place or purpose of use or point of diversion of a valid water right to a well for use for domestic purposes shall not be considered an application for a domestic well permit and shall be exempt from the application and impact fees imposed by this section."".

    2. On page 3, line 10, before "water" insert "domestic".
