    Your BUSINESS AND INDUSTRY COMMITTEE, to whom has been referred

HOUSE BILL 860

has had it under consideration and reports same with recommendation that it DO PASS, amended as follows:

     1. On page 3, line 22, strike "Unsuccessful" and insert in lieu thereof "In consideration of the cost of submitting a response to such invitation and following documenting the costs incurred, unsuccessful,".

     2. On page 3, line 22, strike "may" and insert in lieu thereof "on the short list and the highest-ranked firm shall".

     3. On page 3, line 23, strike "stipend" and insert in lieu thereof "recompense", after "cover" insert "actual" and after "expenses" insert:

"in an amount not to exceed one percent of the total project cost. Payment shall not entitle an agency to ownership of the documents or ideas represented in the documents.".

     4. On page 3, line 25, after "firm" insert "and payment made to the short-listed firms".
