AN ACT

MAKING AN APPROPRIATION TO THE DEPARTMENT OF HEALTH TO FUND ADDITIONAL STAFF AND NECESSARY OVERHEAD EXPENSES FOR THE SEX OFFENDER TREATMENT PROGRAM AT THE LAS VEGAS MEDICAL CENTER; DECLARING AN EMERGENCY.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF NEW MEXICO:

     Section 1. APPROPRIATION.--Six hundred fifty-nine thousand dollars ($659,000) is appropriated from the general fund to the department of health for expenditure in fiscal year 2005 and subsequent fiscal years for six and one-half full-time employees to staff the sex offender treatment program and for overhead expenses related to the additional staff at the Las Vegas medical center. Any unexpended or unencumbered balance remaining at the end of a fiscal year shall not revert to the general fund.

     Section 2. EMERGENCY.--It is necessary for the public peace, health and safety that this act take effect immediately.
