    Your FINANCE COMMITTEE, to whom has been referred


SENATE BILL 128


has had it under consideration and reports same with recommendation that it DO PASS, amended as follows:


    1. Strike all senate education committee amendments.


    2. On page 5, line 15, after "receive" strike the remainder of the line, strike line 16 up to the period and insert in lieu thereof "a stipend commensurate with the level of responsibility and participation".


    3. On page 5, line 19, after the period insert "In-state nonprofit publishers shall be exempt from fees for submission of materials for adoption.".


    4. On page 8, strike Subsection E in its entirety and insert in lieu thereof:


         "E. A school district, state institution or adult basic education center that has funds remaining for the purchase of instructional material at the end of the fiscal year shall retain those funds for expenditure in subsequent years. Any balance remaining in an instructional material account of a private school at the end of the fiscal year shall remain available for reimbursement by the department for instructional material purchases in subsequent years."".
