    Your FINANCE COMMITTEE, to whom has been referred

     SENATE JUDICIARY COMMITTEE SUBSTITUTE FOR

SENATE BILL 142, as amended

has had it under consideration and reports same with recommendation that it DO PASS, amended as follows:

    1. On page 4, line 5, after "occurred" insert ", except as stated in Subsection A of Section 4 of the Recycling and Illegal Dumping Act".

    2. On page 11, strike line 18 in its entirety.

    3. On page 11, line 19, strike the period and insert in lieu thereof "; and".

    4. On page 11, between lines 19 and 20, insert the following new paragraph to read:

             "(12) the public at large.".

    5. On page 15, line 1, after "community" insert a comma and strike "or" and after "association" insert "or solid waste authority".

    6. On page 18, line 10, strike "compliance".

    7. On page 21, line 7, after "community" insert a comma and strike "or" and after "association" insert "or solid waste authority".
