    Your FINANCE COMMITTEE, to whom has been referred


SENATE BILL 307


has had it under consideration and reports same with recommendation that it DO PASS, amended as follows:


    1. On page 1, line 21, strike "13" and insert in lieu thereof "14".


    2. On page 12, between lines 1 and 2, insert the following new section:


    "Section 9. [NEW MATERIAL] REJECTION OF ORDINANCE.--Within ninety days after adoption of the ordinance, owners of the taxable parcels of real property within the district, exclusive of any real property owned by the United States or the state or any of its subdivisions, may file a petition in opposition to the creation of the district. Upon a finding that the petition is signed by a majority of such real property owners, the district shall be voided and the council shall repeal the ordinance creating the district.".


    3. Renumber the succeeding sections accordingly.


    4. On page 6, line 22, strike "The majority" and insert in lieu thereof "Sixty percent or more".
