AN ACT

MAKING AN APPROPRIATION TO EASTERN NEW MEXICO UNIVERSITY FOR DEVELOPMENT OF VIRTUAL EDUCATION PROGRAMS; DECLARING AN EMERGENCY.

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF NEW MEXICO:

     Section 1. APPROPRIATION.--Three million dollars ($3,000,000) is appropriated from the general fund to the board of regents of eastern New Mexico university for expenditure in fiscal years 2005 through 2007 for the purpose of designing, implementing and delivering web-based and other virtual education and distance learning courses through a consortium of school districts and higher education institutions. Any unexpended or unencumbered balance remaining at the end of fiscal year 2007 shall revert to the general fund.

     Section 2. EMERGENCY.--It is necessary for the public peace, health and safety that this act take effect immediately.
