has had it under consideration and reports same with recommendation that it DO PASS, amended as follows:

    1. On page 2, lines 8 through 11, strike Subsection E in its entirety and insert in lieu thereof:

    "E. A municipality or county may use impact fees for the sole purpose of offsetting the impact of growth or development within its jurisdiction.".,

and thence referred to the JUDICIARY COMMITTEE.
