A JOINT MEMORIAL

REQUESTING THAT THE STATE OF NEW MEXICO RECOGNIZE THE ISSUE OF FETAL ALCOHOL SYNDROME AND ENDORSE THE VIEWING OF "GARY AND THE ANGELS" TO INCREASE AWARENESS OF THIS SYNDROME AND THAT STATE AGENCIES WORK WITH PRIVATE SECTOR ENTITIES TO TAKE TANGIBLE STEPS TO END FETAL ALCOHOL SYNDROME.

 

     WHEREAS, fetal alcohol syndrom is a chronic yet preventable problem and education is the best tool for prevention; and

     WHEREAS, the film "Gary and the Angels" is based on the life of a Gallup resident, Gary Murphy, who lives with fetal alcohol syndrome; and

     WHEREAS, the film is available to educational, public and private sector institutions for viewing and can bring about awareness to prevent fetal alcohol syndrome;

     NOW, THEREFORE, BE IT RESOLVED BY THE LEGISLATURE OF THE STATE OF NEW MEXICO that educational facilities and appropriate state agencies and private sector entities be requested to promote the viewing of "Gary and the Angels" to encourage fetal alcohol syndrome prevention; and

     BE IT FURTHER RESOLVED that relevant state agencies be requested to direct staff to become directly involved in facilitating the viewing of "Gary and the Angels", including staff at the children, youth and families department, the public education department, the department of health and the human services department; and

     BE IT FURTHER RESOLVED that copies of this memorial be transmitted to the secretaries of children, youth and families, public education, health and human services.
