A RESOLUTION

PROPOSING TO AMEND SENATE RULE 9-1-2 TO PROVIDE FOR A RANKING MEMBER ON STANDING COMMITTEES.

 

     WHEREAS, the rules of the senate may be amended by a two-thirds' vote of the senators elected or by a majority vote of the members of the senate upon the recommendation of the rules committee;

     NOW, THEREFORE, BE IT RESOLVED BY THE SENATE OF THE STATE OF NEW MEXICO that Senate Rule 9-1-2 be amended to read:

"9-1-2          In appointing the standing committees, the committees' committee shall designate the chairman, [and] vice chairman and the ranking member, who shall be a member of the committee who is not a member of the chairman's political party and who does not hold a leadership position. In designating the ranking member, the committees' committee shall consider each member's seniority in the senate and length of continuous service on the committee and the preference of each member's respective leader. No member designated to serve as the chairman or vice chairman of a standing committee shall serve in either position on any other committee.".
