Mr. Speaker:

    Your EDUCATION COMMITTEE, to whom has been referred

HOUSE BILL 3

has had it under consideration and reports same with recommendation that it DO PASS, amended as follows:

1. On page 2, line 12, strike the dollar amount under the General Fund column and

insert in lieu thereof “2,384,058.9".

            2. On page 3, between lines 1 and 2, insert:

            “The secretary of public education, in collaboration with the office of education accountability of the department of finance and administration, shall ensure that all principals and assistant school principals have been evaluated under the highly objective uniform statewide standard of evaluation and have the professional competencies to serve as a principal or assistant principal. The secretary of public education shall withhold from the public school distribution funding for the minimum salary of any principal or assistant principal who has not been evaluated.”

             3. On page 3, line 10 strike “four million five hundred thousand dollars ($4,500,000)

and insert in lieu thereof “five million dollars ($5,000,000)”.

            4. On page 5, line 8, strike the dollar amount in the General Fund column and insert in lieu thereof: “2,517,034.8".

            5. On page 5, strike lines 18 through 20.

            6. On page 6, line 12, strike the dollar amount in the General Fund column and insert in lieu thereof “1,000.0".

            7. On page 6, strike lines 14 and 15 and renumber the succeeding subsections

accordingly.

            8. On page 6, strike lines 21 through 25 and insert the following new items with the

dollar amount under the General Fund column:

            “Rural Revitalization                                                   350.0

            New Mexico Outdoor Classroom                                150.0

            GRADS - Teen pregnancy prevention                      1,000.0".

            9. On page 7, between lines 3 and 4, insert the following:

            “The general fund appropriation to the public education department for the New Mexico cyber academy includes two hundred fifty thousand dollars ($250,000) to provide professional development for middle and high school teachers and to purchase site-licenses for web-based mathematics learning resources for students in schools with the highest proportion of students in need of academic improvement in the Albuquerque, Las Cruces, Gadsden, Gallup-McKinley, and Zuni public school districts.”

            10. On page 8, between lines 2 and 3, insert the following, with the dollar amount under the General Fund column:

            “PUBLIC EDUCATION DEPARTMENT                7,700.0 

For emergency support to school districts experiencing shortfalls in operating budgets in fiscal year 2010.

            PUBLIC EDUCATION DEPARTMENT                 200.0

For the operating budget management system”.

            11. On page 8, lines 4 and 5, strike “for expenditure in fiscal years 2009 and 2010".

            12. Revise all totals and subtotals to correspond with these amendments.,

and thence referred to the APPROPRIATIONS AND FINANCE COMMITTEE.
