has had it under consideration and reports same with recommendation that it DO PASS, amended as follows:

     1. On page 1, line 12, before "BALANCES", insert "CERTAIN".

     2. On page 2, line 4, strike "or unencumbered".

     3. On page 2, line 6, after "fund", insert ", except that appropriations made to higher educational institutions shall not revert at the end of a fiscal year".,

and thence referred to the APPROPRIATIONS AND FINANCE COMMITTEE.
