    Your APPROPRIATIONS AND FINANCE COMMITTEE, to whom has been referred

HOUSE TAXATION AND REVENUE COMMITTEE

SUBSTITUTE FOR HOUSE BILL 191

has had it under consideration and reports same with recommendation that it DO PASS, amended as follows:

     1. On page 28, line 24, through page 29, line 1, strike Subsection 3 in its entirety.

     2. Renumber the succeeding subsections accordingly.

    3. On page 29, line 6, strike "and".

    4. On page 29, between lines 6 and 7, insert the following new subsection:

         "5. two hundred thousand dollars ($200,000) to complete construction of Cabresto dam in Taos county; and".

    5. Renumber the succeeding subsection accordingly.

    6. On page 60, between lines 4 and 5, insert the following new subsection:

         "86. one million five hundred thousand dollars ($1,500,000) to plan, design, construct and furnish the county complex in Mora in Mora county;". 

    7. Renumber the succeeding subsections accordingly.

    8. On page 64, lines 6 and 7, strike the dollar amount and insert in lieu thereof "three hundred thirty-two thousand dollars ($332,000)".

    9. On page 68, lines 19 through 21, strike Subsection 145 in its entirety.

    10. Renumber the succeeding subsections accordingly.

    11. On page 81, between lines 20 and 21, insert the following new subsection:

         "7. five hundred thousand dollars ($500,000) for infrastructure, renovation and upgrades at the Grants branch campus of New Mexico state university in Cibola county;".

    12. Renumber the succeeding subsections accordingly.

     13.  On page 81, line 24, strike "and".

     14. On page 82, line 3, strike the period and insert in lieu thereof a semicolon.

     15. On page 82, between lines 3 and 4, insert the following new subsections:

          "9. one hundred seventy-seven thousand dollars ($177,000) for improvements to the Maldonado dam for the upper Gila valley arroyos watershed district in the Grant soil and water conservation district in Grant county; and

          10. fifteen thousand dollars ($15,000) to plan, design and construct a water harvesting unit for the fire department in the east Torrance soil and water conservation district in Torrance county.".

     16. On page 84, line 4, through page 87, line 13, strike Sections 27 through 29 in their entirety and insert in lieu thereof the following new section:

     "SECTION 27. DEPARTMENT OF TRANSPORTATION PROJECT--APPROPRIATION INTO AND FROM THE STATE ROAD FUND--SEVERANCE TAX BONDS.--Pursuant to the provisions of Section 1 of this act, upon certification by the department of transportation that the need exists for the issuance of the bonds, twenty-seven million five hundred thousand dollars ($27,500,000) is appropriated to the state road fund for the department of transportation to use for a design and build delivery system for the planning, environmental clearance, design, acquisition of rights of way, new construction and reconstruction of the interchange at the intersection of Paseo del Norte boulevard and interstate 25 in Albuquerque in Bernalillo county, notwithstanding the provisions of Subsection A of Section 13-1-119.1 NMSA 1978 and contingent on an equal or greater match from sources other than the state.".

     17. Renumber succeeding sections accordingly.
