AN ACT

MAKING AN APPROPRIATION TO THE CHILDREN, YOUTH AND FAMILIES DEPARTMENT TO CONTRACT FOR SERVICES WITH AN ORGANIZATION THAT PROVIDES EARLY CHILDHOOD ORAL-DEAF EDUCATION TO DEAF AND HARD-OF-HEARING CHILDREN WHO USE COCHLEAR IMPLANTS AND HEARING AIDS, AND WHO WOULD QUALIFY FOR FEDERAL ELEMENTARY AND SECONDARY EDUCATION ACT TITLE I SERVICES, IN ORDER TO EQUIP THOSE CHILDREN WITH THE SKILLS NEEDED TO BECOME LITERATE AND TO SUCCEED AS MAINSTREAMED KINDERGARTEN AND FIRST GRADE STUDENTS.

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF NEW MEXICO:

     SECTION 1. APPROPRIATION.--Five hundred three thousand twenty dollars ($503,020) is appropriated from the general fund to the children, youth and families department for expenditure in fiscal year 2014 to contract for services with an organization that provides early childhood oral-deaf spoken language education to deaf and hard-of-hearing children who use cochlear implants and hearing aids, and who would qualify for federal Elementary and Secondary Education Act Title I services, in order to equip those children with the skills needed to become literate and to succeed as mainstreamed kindergarten and first grade students in public schools in accordance with the Deaf and Hard-of-Hearing Children's Educational Bill of Rights. Any unexpended or unencumbered balance remaining at the end of fiscal year 2014 shall revert to the general fund.
