AN ACT

MAKING AN APPROPRIATION FOR ANALYSES OF THE COSTS AND BENEFITS OF TRANSFERRING FEDERAL LANDS TO THE STATE; DECLARING AN EMERGENCY.

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF NEW MEXICO:

     SECTION 1. APPROPRIATION.--

          A. Seventy-five thousand dollars ($75,000) is appropriated from the general fund for expenditure in fiscal years 2014 and 2015 as follows:

                (1) fifty thousand dollars ($50,000) to the state land office to study and report on the costs and benefits to New Mexico of assuming management responsibility for, and title to, federally owned resource production lands within New Mexico; and

                (2) twenty-five thousand dollars ($25,000) to the energy, minerals and natural resources department to study and report on the costs and benefits to New Mexico of assuming management responsibility for, and title to, federally owned resource production lands within New Mexico.

          B. The analyses funded in Subsection A of this section shall be presented to the appropriate legislative interim committees by October 1, 2014.

          C. Any unexpended or unencumbered balance remaining at the end of fiscal year 2015 shall revert to the general fund.

     SECTION 2. EMERGENCY.--It is necessary for the public peace, health and safety that this act take effect immediately.
