AN ACT

RELATING TO HEALTH EDUCATION; REQUIRING THE PUBLIC EDUCATION DEPARTMENT TO ADD LIFESAVING SKILLS TRAINING TO THE HEALTH EDUCATION CURRICULUM FOR SEVENTH AND NINTH GRADE STUDENTS.

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF NEW MEXICO:

     SECTION 1. TEMPORARY PROVISION--LIFESAVING SKILLS TRAINING.--

          A. The public education department shall adopt rules, no later than December 31, 2016, incorporating lifesaving skills training into the health education curriculum for seventh and ninth grade students. The rules shall, at a minimum, follow nationally recognized guidelines for compression-only cardiopulmonary resuscitation training. In addition, rules shall require that students be trained to recognize the signs of a heart attack, use an automated external defibrillator and perform the Heimlich maneuver for choking victims.

          B. The rules shall provide for the use of the following persons as instructors:

                (1) school nurses, health teachers and athletic department personnel; and

                (2) such other qualified persons, as determined by the school district in which training will take place, who volunteer to provide training at no cost to the district.

          C. The public education department, in collaboration with the department of health, shall approve training and instructional materials in both English and Spanish.
