A MEMORIAL

REQUESTING THE ECONOMIC DEVELOPMENT DEPARTMENT TO DEVELOP A WEB-BASED TOOL TO HELP BUSINESSES AND ECONOMIC DEVELOPERS ACCESS EASY-TO-UNDERSTAND INFORMATION ABOUT THE STATE'S ECONOMIC DEVELOPMENT PROGRAMS AND TAX INCENTIVES.

 

     WHEREAS, New Mexico offers a vast array of economic development programs and tax incentives that can help businesses start up, expand and thrive; and

     WHEREAS, many of the statutes creating and defining those programs and incentives are complex and difficult to understand; and

     WHEREAS, information summarizing the programs and incentives, when it exists, is scattered across multiple websites and publications; and

     WHEREAS, those circumstances make it challenging for businesses and economic developers, particularly businesses and economic developers in rural areas of the state, to access information that could help them take advantage of the programs and incentives; and

     WHEREAS, as a result, many businesses and economic developers miss opportunities to participate in the programs and receive the incentives, which, in turn, prevents the state from reaching its full economic potential; and

     WHEREAS, this situation could be remedied if information on the programs and incentives were compiled and presented on a widely accessible platform and in terms easy for the ordinary reader to understand;

     NOW, THEREFORE, BE IT RESOLVED BY THE HOUSE OF REPRESENTATIVES OF THE STATE OF NEW MEXICO that the economic development department be requested to develop a web-based tool:

          A. designed for use primarily by businesses and economic developers;

          B. that enables businesses and economic developers to quickly and easily access information on the state's economic development programs and incentives and, for each program or incentive:

                (1) its eligibility provisions;

                (2) its application requirements;

                (3) its financial value to the participant;

                (4) links to related information; and

                (5) links to the contact information of people able to provide technical support for the program or incentive; and

          C. navigable by subject category, by program or incentive type, by eligible industry type and by eligible business size; and

     BE IT FURTHER RESOLVED that the taxation and revenue department be requested to assist the economic development department in producing accurate content for the tool; and

     BE IT FURTHER RESOLVED that the economic development department be requested to report to one or more legislative interim committees, as appropriate, during the 2018 interim about its progress toward fulfilling this request; and

     BE IT FURTHER RESOLVED that copies of this memorial be transmitted to the economic development department, the taxation and revenue department and the New Mexico legislative council.
