has had it under consideration and reports same with recommendation that it DO PASS, amended as follows:

    1. On page 1, line 16, after "ACT", strike the remainder of the line, strike line 17 in its entirety and strike line 18 up to the period.

    2. On page 2, strike lines 12 and 13 in their entirety.

    3. Renumber the succeeding paragraphs accordingly.

    4. On page 3, line 2, after "be", insert "presumed to have acted in bad faith and shall be".

    5. On page 4, lines 9 and 10, strike "--RETROACTIVE APPLICATION".

    6. On page 4, line 11, strike the subsection designation "A.".

    7. On page 5, line 3, after the period, insert a closing quotation mark.

    8. On page 5, strike lines 4 through 7 in their entirety.
