Your JUDICIARY COMMITTEE, to whom has been referred
HOUSE JUDICIARY COMMITTEE SUBSTITUTE FOR
HOUSE BILL 4, as amended
has had it under consideration and reports same with recommendation that it DO PASS, amended as follows:
1. Strike Senate Health and Public Affairs Committee Amendment 1.
2. On page 2, line 5, after "education", insert ", but not including an acequia or community ditch, a land grant-merced, a mutual domestic water consumers association or other association organized pursuant to the Sanitary Projects Act or a water users' association".
3. On page 4, line 3, after "liability", insert "per occurrence".
4. On page 4, line 5, strike "for each claim" and insert in lieu thereof "per claimant".
5. On page 4, lines 9 and 10, strike "prime rate as published in the Wall Street Journal on the date of the" and insert in lieu thereof "bank prime loan rate published by the board of governors of the federal reserve system on the last business day of the month preceding".
6. On page 6, between lines 19 and 20, insert the following new section:
"SECTION 12. EFFECTIVE DATE.--The effective date of the provisions of this act is July 1, 2021.".
