    1. On page 1, line 13, before the period, insert "; DECLARING AN EMERGENCY".

    2. On page 1, line 21, strike "second" and insert in lieu thereof "first".

    3. On page 2, between lines 7 and 8, insert:

    "SECTION 2. EMERGENCY.--It is necessary for the public peace, health and safety that this act take effect immediately.".
