Mr. Speaker:

 

    Your COMMERCE AND ECONOMIC DEVELOPMENT COMMITTEE, to whom has been referred

 

HOUSE BILL 82

 

has had it under consideration and reports same with recommendation that it DO PASS, amended as follows:

 

1. On page 2, strike lines 9 through 16 in their entirety.

 

     2. Reletter the succeeding subsections accordingly.

 

     3.   On page 3, line 9, strike "minorities" and insert in lieu thereof "communities of color".

 

     4. On page 3, line 10, strike "and", and between lines 10 and 11, insert:

 

          "B. "qualified facilitating nonprofit entity" means a nonprofit entity that is organized to promote and enhance economic development opportunities; that can also provide business and workforce education with expertise in assisting historically underutilized businesses; and that is approved by the general services department to assist in the identification of qualified applicants for certification and to assist applicants in applying for and maintaining certification as a historically underutilized business, including precertification screening of eligibility, appeal of a denial or revocation of certification and recertification; and".

 

     5. Reletter the succeeding subsection accordingly.

 

     6. On page 4, strike line 1 in its entirety and insert in lieu thereof "to qualify nonprofit entities as qualified facilitating".

 

     7. On page 4, line 2, after "entities", strike the remainder of the line, strike lines 3 through 7 in their entirety and strike line 8 up to the period.

 

     8. On page 5, lines 2 through 5, strike Paragraph (3) in its entirety and insert in lieu thereof the following paragraph:

 

                "(3) the total number and corresponding dollar amount of state agency contracts awarded to contractors and the total number and corresponding dollar amount of state agency contracts awarded directly or indirectly through subcontracts to historically underutilized businesses; and".

 

and thence referred to the STATE GOVERNMENT, ELECTIONS AND INDIAN AFFAIRS COMMITTEE.
