Mr. President:

    Your JUDICIARY COMMITTEE, to whom has been referred

SENATE BILL 96

has had it under consideration and reports same with recommendation that it DO PASS, amended as follows:

    1. On page 2, line 14, strike "clinical" and insert in lieu thereof "maternal child health clinical or paraprofessional".

  

    2. On page 4, line 18, remove the brackets and line through "postpartum" and on lines 18 and 19, strike the underscored language.

    3. On page 5, line 7, after "qualified", insert "invited".

    4. On page 5, line 8, strike "of" and insert in lieu thereof "and invited by".

    5. On page 6, line 19, strike the period and insert in lieu thereof:

"; provided that four of those members shall include:

                  (a) two members nominated by the secretary of Indian affairs; and

                  (b) two members nominated by the director of the office on African American affairs.".

    6. On page 6, line 21, after "years", insert ", with no consecutive terms".

    7. On page 6, between lines 21 and 22, insert the following new subsection:

         "C. Pursuant to requirements established by the department, each member of the committee shall receive training on trauma and the impacts of trauma, including secondary trauma, trauma of racism and trauma of maternal mortality and morbidity.".

    8. Reletter the succeeding subsections accordingly.

    9. On page 7, line 13, strike "diverse" and insert in lieu thereof "most impacted per the state maternal mortality ratio".

    10. On page 7, line 18, strike "affected" and insert in lieu thereof "most impacted".

    11. On page 9, line 15, after the comma, insert "including the Indian Affairs department and the office on African American affairs,".

 

    12. On page 9, line 15, after "providers", insert ", community-based organizations working in the interest of maternal and child health".
