    Your RULES COMMITTEE, to whom has been referred


HOUSE BILL 4, as amended


has had it under consideration and reports same with recommendation that it DO PASS, amended as follows:


    1. Strike Items 6 and 7 of House Floor Amendment number 1.


    2. On page 1, line 17, after the first semicolon, strike the remainder of the line.


    3. On page 3, line 24 through page 5, line 18, strike Section 3 in its entirety.


    4. Renumber the succeeding sections accordingly.


    5. On page 12, line 21, strike the closing quotation mark and between lines 21 and 22, insert the following new subsection:


         "E. For the purposes of this section, "correctional facility" means a jail, prison or other detention facility that is used for the confinement of an adult, whether operated by the state or a political subdivision of the state or a private contractor on behalf of the state or a political subdivision of the state."".


    6. On page 27, line 17, after "containers", insert "; provided that, in consideration of geographic or security constraints existent in a county, a county clerk may request from the secretary of state a waiver from this requirement".


    7. On page 45, strike lines 17 through 24 in their entirety and insert in lieu thereof the following new section:


    "SECTION 25. EFFECTIVE DATE.--


         A. The effective date of the provisions of Sections 1, 3 through 6, 11 through 21 and 23 of this act is July 1, 2023.


         B. The effective date of the provisions of Sections 10 and 22 of this act is January 1, 2024.


         C. The effective date of the provisions of Sections 2 and 7 through 9 of this act is July 1, 2025.".


and thence referred to the JUDICIARY COMMITTEE.
