    Your RURAL DEVELOPMENT, LAND GRANTS AND CULTURAL AFFAIRS COMMITTEE, to whom has been referred

 

HOUSE BILL 21

 

has had it under consideration and reports same with recommendation that it DO PASS, amended as follows:

 

     1. On page 1, line 15, strike the semicolon and the remainder of the line and strike line 16 up to the semicolon.

 

     2. On page 2, line 22, before "in", insert "by July 1, 2027,".

 

     3. On page 3, line 8, strike "water and wastewater".

 

     4. On page 3, lines 9 through 11, strike ", major water systems, electrical power lines, communications infrastructure, roads, health infrastructure, emergency response facilities".

 

     5. On page 3, line 12, after "economic", insert "and community".

 

     6. On page 3, line 24, before "in", insert "by July 1, 2027,".

 

     7. On page 4, line 8, strike "for" and insert in lieu thereof

a colon and the paragraph designation "(1)".

 

     8. On page 4, line 11, before "improvement", insert "disaster response recovery and hazard mitigation,"

 

     9. On page 4, line 12, strike the period and insert in lieu thereof a semicolon and:

 

                "(2) planning, designing, constructing and equipping facilities;

 

                (3) acquiring land, easements or rights of way; and

 

                (4) purchasing durable equipment.".

 

     10. On page 7, line 9, strike "department" and insert in lieu thereof "council". 

 

     11. On page 7, line 16, strike "department" and insert in lieu thereof "council".

 

     12. On page 11, between lines 22 and 23, insert:

 

          "E. Beginning July 1, 2027 and prior to July 1, 2032, the division shall allocate:

 

                (1) one and one-tenth percent of the estimated bonding capacity for land grant-merced infrastructure projects; and

 

                (2) one and one-tenth percent of the estimated bonding capacity for acequia infrastructure projects.".

 

     13. Reletter the succeeding subsections accordingly.

 

     14. On page 15, strike Sections 10 and 11.

 

     15. Renumber the succeeding section accordingly.,

 

and thence referred to the TAXATION & REVENUE COMMITTEE.
