Mr. President:
Your EDUCATION COMMITTEE, to whom has been referred
SENATE BILL 64
has had it under consideration and reports same with recommendation that it DO PASS, amended as follows:
1. On page 2, between lines 8 and 9, insert:
"E. "exceptional child" means a school-age person whose abilities render regular services of a public school inconsistent with the student's educational needs;
F. "gifted child" means a school-age person determined to be gifted pursuant to Section 22-13-6.1 NMSA 1978 and standards adopted by the department in accordance with that section. Nothing in this subsection precludes a school district or charter school from offering additional gifted programs for students who fail to meet the eligibility criteria; however, the state shall only provide state funds for department-approved gifted programs for those students who meet the established criteria;".
2. Reletter the succeeding subsections accordingly.
3. On page 8, line 22, after the first occurrence of "Act", strike the remainder of the line and insert in lieu thereof "and the Special Education Act, and monitor compliance with".
4. On page 9, line 11, strike "whose", strike line 12 and on line 13, strike "districts".,
and thence referred to the FINANCE COMMITTEE.
