A MEMORIAL
REQUESTING THE LEGISLATIVE FINANCE COMMITTEE TO CONVENE A WORKING GROUP TO STUDY STATE AND FEDERAL FUNDS ADMINISTERED BY THE CHILDREN, YOUTH AND FAMILIES DEPARTMENT TO SUPPORT DOMESTIC VIOLENCE SERVICES IN NEW MEXICO.
WHEREAS, domestic violence, also referred to as intimate partner violence, remains a significant public safety and public health issue in New Mexico, and the children, youth and families department administers and distributes state and federal funds intended to support domestic violence services across the state; and
WHEREAS, transparency and accountability in the use of public funds requires a clear understanding of how such funds are administered and distributed, including who receives the funds and for what purposes; and
WHEREAS, domestic violence providers across New Mexico continue to report unmet needs and insufficient resources to meet survivors' services demands;
NOW, THEREFORE, BE IT RESOLVED BY THE SENATE OF THE STATE OF NEW MEXICO that the legislative finance committee be requested to convene a working group, including representation from the department of finance and administration, the legislative finance committee, domestic violence providers from around New Mexico and the New Mexico coalition against domestic violence, to study all state and federal funds administered by the children, youth and families department for the purpose of supporting domestic violence services in New Mexico; and
BE IT FURTHER RESOLVED that, at a minimum, the study include:
A. an accounting of the state and federal domestic-violence-related funds administered by the children, youth and families department;
B. an examination of how those funds are administered and distributed, including administrative structures, pass-through arrangements and time lines;
C. identification of entities that receive such funds and the amounts each entity receives; and
D. a recommendation regarding what level of funding is needed to fully fund domestic violence support services statewide with a focus on funding support being directed to domestic violence providers; and
BE IT FURTHER RESOLVED that copies of this memorial be transmitted to the legislative finance committee, the secretary of finance and administration and the secretary of children, youth and families.
