Several permanent legislative staff offices assist the legislature by providing year-round professional staffing for research, bill drafting, fiscal and budget analysis, school research, general "housekeeping" and other duties:

The chief clerk, elected by the house of representatives, attends every session and calls the roll when ordered to do so by the speaker of the house; reads or causes to be read all bills, amendments, memorials, resolutions and papers ordered to be read by the speaker; prepares and furnishes each member with a copy of the daily calendar, which includes all bills for third reading and other matters to be considered by the house; keeps a correct journal of the proceedings of the house; supervises all copying and work done for the house; notifies the house of action by the senate on all matters originating in the house and requiring action on the part of the house; presents to the governor and enters upon the journal such bills and other matters that originate in the house and are passed by both houses and require the governor's consideration; certifies on all bills, resolutions and joint memorials passed by the house the facts of their passage before transmitting to the senate; has control and care during the session of all rooms, passages and parts of the capitol set apart for the house of representatives; supervises all employees of the house; and permits no papers or records belonging to the house to be taken out of his custody other than by regular course of business.

The Office of the Chief Clerk, during the time the legislature is in session, is a constitutional office (Article IV, Section 9). The Chief Clerk is a constitutional officer elected at the beginning of each session by the members of the Senate and serves as the chief administrative officer of the Senate and is governed by Senate Rules 5-1 through 5-3.

In addition to administrative functions, the Chief Clerk is also responsible for the preparation and review of the operating budget during a legislative session as well as the budget for the operation of the interim Office of the Chief Clerk and staff.

The Chief Clerk’s office is staffed to assist the Clerk in receiving messages from the Governor and the House of Representatives, receiving reports of standing committees, maintaining a journal of proceedings and enrolling and engrossing bills for the Governor’s signature plus numerous other duties. The Clerk also supervises all legislative staff, with the exception of the Sergeant-at-Arms and his staff.

The Chief Clerk’s office is here to assist the members and to make their role as legislators as easy as possible.

Pursuant to Sections 2-14-1 through 2-14-4 NMSA 1978 (Laws 1993), the Office of the Chief Clerk was authorized to operate during the interim between regular legislative sessions, to provide support to members of the Senate; such as, performing clerical duties, including assistance with general correspondence and performing routine legislative requests for constituents regarding the availability of and access to existing programs and services of state government within guidelines established by the New Mexico Legislative Council. The office performs other duties as outlined in Section 2-14-3.

The Legislative Council Service is the drafting, legal and research staff for the New Mexico Legislature. The council service serves all members of the Legislature without regard to political affiliation, seniority or leadership position. The staff also drafts legislation for executive and judicial agencies.

The LCS produces a variety of legislative publications, such as the Daily Bill Locator, the annual Highlights, the voting records, Constitutional Amendments: Analysis and Arguments For and Against, Piecemeal Amendments to the Constitution of New Mexico and the Index to Session Laws. The LCS also updates the Structure of New Mexico State Government organizational chart.

The LCS operates a legislative library that is available to members of the Legislature, legislative staff, other state agencies and the public.

Additionally, the LCS, under the direction of the Legislative Council, maintains the integrated information system for the legislative branch, the legislative buildings and grounds through the Legislative Maintenance Department and the equipment and furniture belonging to the legislature. The LCS schedules meetings and provides staff and bookkeeping services for interim committees and is in charge of the joint billroom-mailroom and telephone services provided during each legislative session.
