New Mexico has had some of the lowest wages in the nation for two decades. As educational attainment improves, earned income rises and reliance on government transfers falls. However, in order to realize the full potential of educational investments, New Mexico must focus on growing its high-wage industries.

Does this account for part-time work? Yes — but indirectly. This is a per capita measure: all earnings in the state divided by every resident, not just workers. Part-time and part-year earnings are counted in full, and people who don't work at all are still in the denominator. So a state where fewer residents work full-time, year-round will show a lower figure even if its full-time wages match the nation's.
