AN ACT

MAKING AN APPROPRIATION FOR A STATEWIDE LITERACY ENHANCEMENT PROGRAM.



BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF NEW MEXICO:

Section 1. APPROPRIATION.--Five million dollars ($5,000,000) is appropriated from the general fund to the state department of public education for expenditure in fiscal year 2001 to establish a literacy enhancement program through distance learning systems that use software based on reading solutions focusing on reading sub-skills mastery, phonemic awareness and reading comprehension training. The program shall include a research-based diagnostic test battery identifying visual, auditory and oral aspects of reading and grade level assessments and program monitoring. Any unexpended or unencumbered balance remaining at the end of fiscal year 2001 shall revert to the general fund.
