AN ACT

MAKING AN APPROPRIATION TO THE CHILDREN, YOUTH AND FAMILIES DEPARTMENT TO ESTABLISH YOUTH DRUG PREVENTION PROGRAMS IN LOCAL COMMUNITIES AND SCHOOLS.



BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF NEW MEXICO:

Section 1. APPROPRIATION.--Two million dollars ($2,000,000) is appropriated from the general fund to the children, youth and families department for expenditure in fiscal year 2001 for the purpose of establishing youth drug prevention programs in local communities and schools. The department shall, by rule, develop an application process for communities and school districts and procedures for reviewing the applications and distributing the appropriation. In developing the process and procedures, the department shall ensure that the appropriation is expended on programs that reflect the rural and urban nature of this state and that are sensitive to the cultural and ethnic diversity of the state's citizens. Any unexpended or unencumbered balance remaining at the end of fiscal year 2001 shall revert to the general fund.
