AN ACT

MAKING AN APPROPRIATION FOR WATER QUALITY AND WATER CONSERVATION PROJECTS; REQUIRING APPLICANTS TO PROVIDE MATCHING FUNDS.



BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF NEW MEXICO:

Section 1. APPROPRIATION--MATCH REQUIRED.--Five hundred thousand dollars ($500,000) is appropriated from the general fund to the board of regents of New Mexico state university for expenditure in fiscal years 2001 and 2002 for the New Mexico department of agriculture to provide matching funds for water quality and water conservation projects, including watershed enhancement, in soil and water conservation districts statewide. The soil and water conservation commission shall approve applications for funding. At least fifty percent of the cost of a project funded from this appropriation shall be provided from sources other than the state. Only water quality or water conservation projects that are based on approved conservation plans shall be eligible for funding. Any unexpended or unencumbered balance remaining at the end of fiscal year 2002 shall revert to the general fund.
