AN ACT

RELATING TO THE LEGISLATIVE BRANCH OF GOVERNMENT; MAKING APPROPRIATIONS NECESSARY FOR THE EFFICIENT OPERATION OF THE LEGISLATIVE BRANCH, INCLUDING EXPENSES OF THE SECOND SESSION OF THE FORTY-FOURTH LEGISLATURE AND THE SALARIES OF THE EMPLOYEES OF THE LEGISLATIVE FINANCE COMMITTEE; DECLARING AN EMERGENCY.



BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF NEW MEXICO:

Section 1. APPROPRIATIONS--SESSION EXPENSES.--The following appropriations are made in order to defray the necessary costs of the second session of the forty-fourth legislature:

A. sixty-three thousand eight hundred sixty-two dollars ($63,862) is appropriated from legislative cash balances and two hundred fifty thousand dollars ($250,000) is appropriated from the general fund to the senate for session expenses other than salaries or employee benefits. Any unexpended or unencumbered balance remaining at the end of fiscal year 2001 shall revert to the general fund;

B. fifty thousand fifty dollars ($50,050) is appropriated from legislative cash balances and two hundred fifty thousand dollars ($250,000) is appropriated from the general fund to the house of representatives for session expenses other than salaries or employee benefits. Any unexpended or unencumbered balance remaining at the end of fiscal year 2001 shall revert to the general fund; and

C. the expenditures for the house of representatives shall be disbursed on vouchers signed by the speaker and chief clerk of the house; the expenditures for the senate shall be disbursed on vouchers signed by the chairman of the committees' committee and the chief clerk of the senate; provided that, following adjournment of the session, expenditures authorized under this section shall be disbursed upon vouchers signed by the director of the legislative council service.

Section 2. APPROPRIATIONS--LEGISLATIVE FINANCE COMMITTEE STAFF.--

A. One million six hundred eighty-six thousand two hundred dollars ($1,686,200) is appropriated from the general fund to the legislative finance committee for expenditure in fiscal year 2001 for the purpose of paying the personal services of the committee staff. Any unexpended or unencumbered balance remaining at the end of fiscal year 2001 shall revert to the general fund.

B. Five hundred one thousand nine hundred dollars ($501,900) is appropriated from the general fund to the legislative finance committee for expenditure in fiscal year 2001 for the purpose of paying the employee benefits of the committee staff. Any unexpended or unencumbered balance remaining at the end of fiscal year 2001 shall revert to the general fund.

C. Expenditures authorized pursuant to this section shall be disbursed on vouchers signed by the legislative finance chairman of the committee or the chairman's designated representative.

Section 3. EMERGENCY.--It is necessary for the public peace, health and safety that this act take effect immediately.
