Your APPROPRIATIONS AND FINANCE COMMITTEE, to whom has been referred



HOUSE BILL 435, as amended



has had it under consideration and reports same with recommendation that it DO PASS, amended as follows:



1. Strike House Taxation and Revenue Committee Amendments 1, 2 and 3.



2. On page 3, line 18, strike "At the end of any fiscal year, after all" and insert in lieu thereof "Any money in the athletic facilities financing fund in excess of the combined total".



3. On page 3, line 22, after "fund" strike the remainder of the line.



4. On page 3, line 23, strike "facilities financing fund" and insert in lieu thereof "coming due during any fiscal year".



5. On page 7, line 22, after "2000," insert "and reservation of money sufficient to pay the debt service charges, replenishment of reserves and administrative costs on up to an additional three million dollars ($3,000,000) in bonds payable from the governmental gross receipts tax to be issued by the state parks division after January 1, 2000,".



6. On page 7, line 25, after the period insert "The accumulated amounts reserved to pay debt service on bonds issued payable from the governmental gross receipts tax issued by the state parks division of the energy, minerals and natural resources department shall be applied by the New Mexico finance authority to pay debt service as it comes due to the registered owner of those bonds.".



7. On page 9, line 3, strike "eighteen" and insert in lieu thereof "sixteen".



8. On page 9, line 4, strike "($18,000,000)" and insert in lieu thereof "($16,000,000)".



9. On page 9, lines 9 and 10, strike "seven million five hundred thousand dollars ($7,500,000)" and insert lieu thereof "six million dollars($6,000,000)".



10. On page 9, line 12, after "stadium;" insert "and".
