AN ACT

RELATING TO SUBSTANCE ABUSE PREVENTION AND TREATMENT PROGRAMS; MAKING AN APPROPRIATION; DECLARING AN EMERGENCY.



BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF NEW MEXICO:

Section 1. APPROPRIATION.--Five hundred thousand dollars ($500,000) is appropriated from the general fund to the local government division of the department of finance and administration for expenditure in fiscal years 2000 and 2001 to contract for substance abuse prevention and treatment programs in Santa Fe and Rio Arriba counties. Any unexpended or unencumbered balance remaining at the end of fiscal year 2001 shall revert to the general fund.

Section 2. EMERGENCY.--It is necessary for the public peace, health and safety that this act take effect immediately.
