has had it under consideration and reports same with recommendation that it DO PASS, amended as follows:

1. On page 1, line 13, after "TRAINING" insert "; DECLARING AN EMERGENCY".

2. On page 3, after line 7, insert the following new section to read:

"Section 3. EMERGENCY.--It is necessary for the public peace, health and safety that this act take effect immediately.".
