AN ACT

MAKING AN APPROPRIATION TO THE STATE DEPARTMENT OF PUBLIC EDUCATION FOR EDUCATIONAL TECHNOLOGY AND STAFF TRAINING IN ORDER TO IMPLEMENT A SYSTEM OF PERFORMANCE-BASED BUDGETING AND REPORTING.



BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF NEW MEXICO:

Section 1. APPROPRIATION.--One million five hundred thirty-eight thousand dollars ($1,538,000) is appropriated from the general fund to the state department of public education for expenditure in fiscal year 2001 for the first year in a three-year phase-in of educational technology and training for personnel in the state department of public education and selected school districts to establish a system of performance-based budgeting and reporting that integrates financial data with school performance and student achievement data. The state department of public education shall distribute money to at least one-third of the public school districts, including those containing charter schools and schools identified by the state board of education as schools in need of improvement, to implement performance-based budgeting and reporting by July 1, 2001. Any unexpended or unencumbered balance remaining at the end of fiscal year 2001 shall revert to the general fund.
