SUMMARY



Synopsis of Bill



HB 115 appropriates $500.0 from the general fund to the Human Services Department for expenditure in fiscal year 2001 for the purpose of contracting with a statewide food bank program to gather, pack, transport, distribute and prepare unsaleable and surplus fresh produce to feed hungry and homeless New Mexicans. Any unexpended or unencumbered balance remaining at the end of the fiscal year shall revert to the general fund.



Significant Issues



According to the Human Services Department statewide food banks would require warehouses, trucks, and compliance with agriculture and health regulations.



FISCAL IMPLICATIONS



The bill appropriates $500.0 in general fund.



ADMINISTRATIVE IMPLICATIONS



Experience in running a statewide food bank would be a requirement.





OTHER SUBSTANTIVE ISSUES



HSD notes that food banks are getting more involved in this cleaning effort. Not only does the surplus food feed the homeless, it offers relief to landfills and in some situations helps farmers dispose of surplus crops.
