SUMMARY



Synopsis of Bill



This bill appropriates $439.0 from the general fund to the Board of Regents of the New Mexico State University to enhance water quality capabilities of the College of Agriculture and Home Economics. The appropriation is distributed as follows: $138.0 to the Agricultural Experiment Station and $301.0 to the Cooperative Extension Service.



Significant Issues



According to NMSU, water issues in the state need immediate attention and study. It is important to educate the public on agricultural consumptive use, depletion rates, hydrologic connection between surface and ground water, land use risks to water, and domestic water systems.



FISCAL IMPLICATIONS



The appropriation of $439.0 contained in this bill is a recurring expense to the general fund. Any unexpended or unencumbered balance remaining at the end of FY01 shall revert to the general fund.



OTHER SUBSTANTIVE ISSUES



According to NMSU, failure to respond to specific water needs will diminish the citizenry's ability to confront the needs in the future.
