SUMMARY



Synopsis of Bill



This bill appropriates $2,400.0 from the general fund to the Board of Regents of the University of New Mexico for the following purposes: $1,500.0 for specialty education in pediatrics; $750.0 for specialty education in trauma, critical and emergency care; and $150.0 for telemedicine. This bill carries an emergency clause.



FISCAL IMPLICATIONS



The appropriation of $2,400.0 contained in this bill is a recurring expense to the general fund for expenditure for fiscal years 2000 and 2001. Any unexpended or unencumbered balance remaining at the end of FY01 shall revert to the general fund.



ADMINISTRATIVE IMPLICATIONS



According to the CHE, funding for trauma, critical and emergency care would be used to hire additional providers to help share the responsibilities for clinical care so that current faculty can engage in more teaching rather than the provision of clinical services. Telemedicine funding would add 2.15 FTE, enabling the program to respond to increase requests from rural communities for provision of clinical services.





CONFLICT/DUPLICATION/COMPANIONSHIP/RELATIONSHIP



This bill relates to House Bill 2 which contains $150.0 and $500.0 from tobacco income for Telemedicine and trauma, critical and emergency care, respectively.



OTHER SUBSTANTIVE ISSUES



The CHE recommends that the following language be included for all new recurring higher education programs: "The institution receiving the special appropriation in this bill shall submit a program evaluation to the LFC and the CHE by August 1, 2003 detailing the benefits to the State from having this program implemented for a three-year period."
