SUMMARY



     Synopsis of HAFC Amendment



The amendment strikes general fund and inserts "agency cash balances". The amendment do4es not change the original intent of the bill.



Synopsis of Bill



House Bill 364 appropriates $2.0 million from the general fund for the establishment of a youth drug prevention program in the local communities and schools.



Significant Issues



The bill mandates the department to develop an application process for communities and school districts and procedures for reviewing the applications and distributing the appropriation.



The bill also mandates the department ensure that the appropriation is expended on programs that reflect the rural and urban nature of this state and that are sensitive to the cultural and ethnic diversity.



FISCAL IMPLICATIONS



House Bill 364 appropriates $2.0 million from the general fund and is recurring.



ADMINISTRATIVE IMPLICATIONS



CYFD states that they would need to work closely with the Department of Health (DOH) because of their expertise in administering this type of program. The DOH is the single state agency for receipt of federal drug prevention funds and could help CYFD in its implementation phase.
