SUMMARY
Synopsis of Bill
House Joint Memorial 41 requests the SDE study alternatives to suspension and expulsion of students from public schools and develop an intervention plan that school districts follow prior to expelling or suspending students. Results of the study are to be reported to the LESC by October 2000.
Significant Issues
Students suspended or expelled are usually associated with low scholastic achievement. The memorial, based on the idea that suspensions and expulsions do little to help academically, requests that SDE develop intervention plans and alternatives that can be used to help these students develop academically. Such interventions and plans could include counseling alternative ways to complete course requirements.
FISCAL IMPLICATIONS
None for conduct of the study. SDE and school districts could complete the study, according to the SDE analysis. But, additional resources could be needed at the local level to implement some of the intervention plans developed.
