SUMMARY
Synopsis of House Floor Amendment
The House Floor Amendment inserts a new section that allows for municipalities to have runoff elections if the municipality's charter provides for runoff elections and has not been amended. In addition, runoff elections are allowed by a charter amendment adopted by a majority of the qualified electors at a municipal election.
Synopsis of Bill
House Joint Resolution 2 proposes to amend Article 7 of the constitution of New Mexico to allow municipalities to conduct runoff elections.
FISCAL IMPLICATIONS
The bill does not appropriate funds. However, there is a $17.0 fiscal impact on the general fund because constitutional amendments must be printed and advertised by law. This is a non-recurring expenditure.
CONFLICT/DUPLICATION/COMPANIONSHIP/RELATIONSHIP
Senate Joint Resolution 1 also calls for the allowance of municipal runoff elections.
