Synopsis of Bill



Senate Bill 204 provides $145.0 in general fund for services for culturally competent counselors and advisors for Native American juvenile and adults incarcerated in state facilities.



Significant Issues



SB204 provides a $145.0 general fund appropriation to the Corrections Department (CD) without specifying whether the counseling is only for juveniles within the adult facilities or whether it also includes counseling for those juveniles under the supervision of the Children, Youth and Families Department.

CD reports they have no authority over juveniles being supervised by CYFD, CD would have no way of implementing counseling for juveniles outside the adult facilities.



CD suggests specifying that CD is only responsible for those juveniles who are incarcerated in the department's correctional facilities and not those juveniles supervised by CYFD.
