SUMMARY



Synopsis of Bill

This bill expands the purposes for which "County Improvement Districts" may be created. It defines the following new projects for inclusion in County Improvement District Act: Railroad spurs, railroad tracks, railyards, rail switches and any necessary property.



Significant Issues



This bill would authorize a board of county commissioners to establish a county improvement district for railroad related property improvements. Subject to provisions of the County Improvement District Act, the board of county commissioners would:



  1. Conduct a hearing on a provisional order to create the improvement district;
  2. Describe the general location and the improvement to be constructed;
  3. Provide the amount of assessment to be made on the subject properties;
  4. Describe the maximum benefit estimated for affected properties when improvements are completed.


ADMINISTRATIVE IMPLICATIONS



This bill would provide greater authority for county commissioners to create an improvement district, construct necessary improvements and assess affected property owners to pay for all or a portion of the improvement costs.
