Synopsis of Bill



Senate Bill 419 appropriates $170.0 to SDE to support the Magdalena Municipal School District's alternative education program.



Significant Issues



This bill provides additional funding to support the Magdalena Municipal School District's alternative education program that provides educational services for early prevention of school failure for pre-school children and an alternative educational setting for at-risk youth to complete high school.



SDE indicates the pre-school program focuses on the development of pre-reading skills, literacy and communication/language skills. The alternative program focuses on students who have either dropped out or are at-risk of dropping out of school. The program prepares students for the GED exam or high school diploma through non-traditional teaching methods.



FISCAL IMPLICATIONS



Senate Bill 419 appropriates $170.0 to SDE for expenditure in fiscal year 2001. Any unexpended or unencumbered balance remaining at the end of fiscal year 2001 shall revert to the general fund.



ADMINISTRATIVE IMPLICATIONS



SDE will allocate funds and monitor the program with existing staff.



OTHER SUBSTANTIVE ISSUES



According to SDE, for the 1999-2000 school year, the Magdalena Municipal School District budgeted $25.0 for after school programs with operational funds (general fund).
