Synopsis of Bill



Senate Bill 428 appropriates $200.0 from the general fund to the Office of Indian Affairs to hire five roving mechanics to perform maintenance services for the Navajo Head Start Program.



Significant Issues



Analyses provided by the State Department of Education stresses that upkeep costs are higher for equipment operated in unpaved roads or areas with an insufficient infrastructure; thus, the need for additional funds. The same analysis also seems to suggest that federal funds might be available to meet this need because Head Start programs are able to request "additional, one-time special needs funding from any unexpended funds from the national program."



FISCAL IMPLICATIONS



The bill appropriates $200.0 from the general fund to the Office of Indian Affairs for expenditure in fiscal year 2001. Any unexpended or unencumbered balance remaining at the end of fiscal year 2001 shall revert to the general fund.
