SUMMARY
Synopsis of Bill
The Senate Indian Affairs Committee (SIAC) substitute for Senate Bill 486 appropriates $172.0 from the general fund to the Office of Cultural Affairs (OCA) to develop cultural comparison, awareness and understanding education documentaries and programs in northwestern New Mexico. To accomplish this goal, the bill requires the OCA to contract the funding, rather than use the funding internally. Because the bill contains an emergency clause, the one-time appropriation could be used for three years: FY00, FY01 and FY02. The bill contains a clause that would require the OCA to revert any unexpended balance to the general fund at the close of FY02.
Significant Issues
The intent of the bill is to provide seed funding to raise additional non-governmental funding, according to the OCA. Also, though the language is quite broad, the intent of the bill is for projects related to the cultural similarities between the Moroccan Berber and American Navajo people, according to the OCA.
FISCAL IMPLICATIONS
Aside from the appropriation made in the bill, the Senate Indian Affairs Committee (SIAC) substitute for Senate Bill 486 would not have a significant administrative or fiscal impact on the OCA. The agency administers numerous grant and contract programs similar to the one suggested in the bill.
