SUMMARY

Synopsis of Bill

SM 6 supports the reauthorization by Congress of the federal Ryan White Comprehensive AIDS Resources Emergency Act of 1990. The Act contributed $1 billion to cities and states to provide medical care, prescription drugs, transportation and other services to persons infected with the AIDS virus. The memorial further resolves that the NM legislature pass special increased funding for HIV and AIDS treatment and prevention programs.

Significant Issues

The memorial delineates the following issues:

•Growing incidence of HIV/AIDS in Latino, female and youth populations.

•Lack of access to effective drug therapies because of the unavailability of health insurance to the Latino population.

•Need for community outreach programs tailored to specific populations.

The National Association of Latino Elected and Appointed Officials ( NALEO) adopted a resolution calling for state legislative support for the reauthorization of the Act. NALEO also passed a resolution calling for increased state funding for HIV and AIDS program.

FISCAL IMPLICATIONS

Increase funding for HIV\AIDS programs is not included in the Act.

CONFLICT/DUPLICATION/COMPANIONSHIP/RELATIONSHIP

HB 130 and SB 58 appropriate funds for HIV/AIDS services.

OTHER SUBSTANTIVE ISSUES

According to the Health Policy Commission :

•New drug therapies have proven very effective in treating HIV infection, minimizing AIDS symptoms and in prolonging life.

•Of NM citizens over 18 in 1998, 14.5% were not covered by health insurance.

•Of NM citizens over 18 in 1998, 29% of Hispanics were not covered by health insurance.

•Ryan White Act has provided additional funding for the state in the last 9 years.
